Create a pipeline which migrates using .slp file present in SVN location

Can we create a pipeline that will read a .slp file from SVN location and move it to the org/projects that we specify. We might also need to migrate the corresponding task also.
I am aware of the project to project migration pipeline but I want to migrate from SVN instead of some other environment.

Use File reader and json parser and supply it to SnapLogic MetaData Create snap to create the asset in the corresponding /org/projectspace/projectfolder.
