When I log in to SnapLogic using SSO and Azure Active Directory, do I need specify the organization for each organization. That is, I have an organization for development, test , and production.
So, if I log in to SnapLogic using SSO and Azure Active Directory to the “development” organization can I then just switch to the “test” or “production” organization using the icon in the upper right hand corner of the SnapLogic pane?

This is exactly how we implemented SSO via SAML integration with Azure AD.
The user experience is as you described… SSO login to one environment and then switch to the other org.

Every “Organization” can have its own users list. As long as the user is added to the list in this particular “Organization”, that user should have access to it. On the other hand, removing a user from the users list in the organization will block the user from access it.
