Adding dependency before execution of task or pipeline flow

Hi Team,
we have requirement to add dependency on source system refresh time.
I want to check the refresh table if it is greater then yesterdays run only then I want to execute the pipelines in case the table is not updated the flow should trigger again after 60 minutes.
