By default we don't want accounts belonging to different organizations to be migrated from one org to another. With the Trust configuration, only people having admin access on both orgs can configure them enable accounts to be migrated.

In order for accounts to be migrated from one organization to another, you need the orgs to "trust" each other. You ccan configure that in the Admin Manager->Account Encryption part of the GUI.
