I want to SELECT data from a SQL Server database on Azure. Can I use the MS SQL Server snap pack or Generic JDBC snap pack? Or do I need to use the Azure SQL snap pack?

The SQL Server Snap pack should work, The Snap Pack for Azure SQL supports some of the specific features like the bulk loading.
